打造基于移动互联网的智能汽车和智慧交通应用示范平台

智能网联汽车、智慧交通在推动我国汽车产业发展升级、解决我国快速进入汽车社会带来的诸多社会问题、推动智慧城市建设等方面具备巨大潜力,已经成为当前我国汽车、通信、互联网行业大力研发和竞相进入的焦点。

上海国际汽车城依托自身优势,结合区域出行特征,顺应新能源汽车产业、智能网联汽车产业发展趋势,将不同出行方式有机结合,打造智能汽车和智慧交通公共服务平台。

一方面,建设智能网联汽车试点示范区,助推汽车智能化产业发展。2015年6月,工信部批准上海国际汽车城(集团)有限公司承担国内第一个智能网联汽车试点示范区的建设。示范区将根据产业技术进步的需求,分四阶段从封闭测试区逐步拓展到开放道路、典型城市和城际走廊,形成系统性评价体系和综合性示范平台。  一期封闭测试与体验区在2016年6月前初步完成了汽车博览公园、同济大学嘉定校区以及封闭测试区约5平方公里的测试示范环境建设,封闭道路15公里,模拟智能网联汽车在高速、城市、乡村试跑状况,2016年年内将进一步完善通讯网络、交通道路等基础设施,演示场景增至50种;二期开放道路测试区涵盖面积达到27平方公里,道路里程达73公里,实现区域共享交通场景68个,上路实测车辆将达到1000辆;三期典型城市综合示范区在汽车城核心区25平方公里基础上拓展至安亭镇全区(100平方公里),涉及城市区域交通场景86个,背景及测试车辆规模达到5000辆;四期示范城市及交通走廊在第三期基础上拓展并增加虹桥枢纽部分,示范道路累计增加到约500公里,建设两条共享走廊将两个区域连接起来,形成闭环,涉及城际综合交通应用场景150个,背景及测试车辆规模达到10000辆,最终建成区域性、相对独立、功能齐全的智能网联汽车测试示范公共服务平台,形成初具规模的智能网联汽车产业集群。

另一方面,积极推广电动汽车分时租赁及电动大巴共享业务,引导交通服务智慧化发展。作为上海电动汽车国际示范城市的先行先试区,汽车城于2014年率先启动EVCARD分时租赁项目,提供分时共享服务及长租服务。EVCARD分时租赁项目启动以来,网点及车辆投入不断增加,订单及用户数量迅速增长,目前已经建成分时租赁服务网点478个,投放车辆数达1546辆,发展分时租赁会员五万余人,已经在上海、北京、丽水、江山、江苏太仓、苏州太湖等地顺利推广分时租赁模式。集团还成立了驿动汽车服务公司,开展电动大巴定线、专线及中高端会员、园区定制特色业务,业务融合互联网+、绿色生态及共享班车三大优势,目前共有纯电动大巴、中巴186辆,开通了汽车城至虹桥枢纽、嘉定工业区(北)专线、徐行专线3条共享班车专线,嘉定新老城区专线已经在规划中。此外,集团2015年启动EZBIKE自行车分时租赁项目,进一步完善交通,解决“最后一公里”问题,已在汽车城及菊园完成了13个网点累计400个车桩的建设。电动汽车分时租赁及共享班车信息已经可以通过手机APP进行查询与获取,未来随着区域交通出行资源的不断整合,汽车城内智慧交通水平将进一步得到提升。

目前,汽车城正建设、运营“i-汽车城”智慧城市信息平台,在平台上将汽车城区域内的商圈、交通、文化旅游、园区服务、会展交通等信息资源加以汇聚,提供一站式信息服务。未来,汽车城还将通过受控封闭区域测试场地、公共道路系统测试场地、实验室和数据中心的建设,打造基于宽带移动互联网的智能汽车和智慧交通应用示范工程及产品工程化公共服务平台,促进4G/5G、LTE-V2X、BDS、传感器技术、信息融合技术和视频图像处理技术的产业化发展和工程化应用。通过平台搭建,我们将不同出行方式充分衔接,并加强信息化服务,提供良好、安全、便捷的出行体验,同时通过智慧交通试点示范,积极主动引导未来出行方式的改变。
 

To Develop a Pilot Platform for Mobile-Internet Enabled Intelligent Cars and Smart Mobility

Intelligent and connected vehicles and smart traffic are fueling advancements in China’s automotive sector, promising to address social issues brought about by the prevalence of automobiles and facilitate the progress of smart cities; therefore, they are attracting the interest of the automotive, communications, and internet industries which are investing R&D efforts and competing for access.

Shanghai International Automobile City bases its work on its competitive advantages and trends in NEVs and intelligent and connected vehicles to develop a public service platform which will integrate different modes of mobility.

Developing a pilot zone for intelligent and connected vehicles to propel the trend towards more intelligent cars is part of the automobile city’s effort. In June 2015, MIIT approved Shanghai International Automobile City (Group)’s bid for developing the first such pilot zone in China. The pilot zone, responding to the needs for technological advances, is to be developed in four phases: facilities for closed testing, open road testing, city testing and intercity corridors. Ultimately a systematic evaluation system and a comprehensive demonstration platform will be developed. A pilot testing environment incorporating Shanghai Auto Expo Park, the Jiading Campus of Tongji University and a closed test facility, with a combined area of 5 sq. km. and complete with 15km of closed roads to simulate test runs on the highway, within cities and in the countryside had been completed by June 2016. Infrastructure, including communication networks and roads will be further improved and the number of simulation scenarios will be increased to 50 by the end of 2016.  The second phase, i.e. development of the facility for open road testing will include an area of 27 sq. km and 73km of roads, with 68 scenarios for shared traffic and 1000 automobiles taking test runs. The facility for city testing to be developed during the third phase will go beyond the core area of the automobile city (25 sq. km.) to cover the whole Anting town (100 sq. km.) with 86 city traffic scenarios and automobiles to serve simulation scenarios or under test totaling 5000. The fourth phase will be an expansion of development during the third phase, with the Hongqiao traffic hub included and 500km of combined pilot roads. Two corridors will be developed to link the two regions, forming a closed loop with 150 application scenarios and 10000 vehicles under test or providing the test condition. A regional and relatively independent public service platform and an industry cluster of a significant scale will be formed after the completion of the fourth phase.

To promote time-shared renting of EVs and electric buses for smarter mobility service is another part of the effort.  As the pilot zone for Shanghai’s endeavor towards an international pioneer in EVs, the automobile city took the initiative of launching the EVCARD time-shared rental program whereby time-shared and long-term rental services are provided. Ever since its launch, EVCARD has being witnessing rising investments in service venues and automobiles and expansion in orders and membership. There are now well over 50,000 EVCARD members served by 478 service venues and a fleet of 1546 vehicles. The business model of time-share renting has been introduced in Shanghai, Beijing, Lishui, Jingshan, Taicang and Taihu with success. The group also established a subsidiary to serve fixed or designated e-bus routes, middle-to-high end members, and customized needs of the industrial park. The subsidiary’s value proposition of internet +, green and shared buses is materialized by 186 e-buses or mini-buses, and 3 designated routes linking the automobile city with the Hongqiao traffic hub, the north side of the industry zone in Jiading and Xuxing. On top of that, a route linking the old and new town of Jiading is under plan. The group also launched EZBIKE, a time-share bike renting service to serve the last kilometer of the mobility needs. 13 service venues in the automobile city and the Chrysanthemum Garden with 400 docks between them have been erected. Information on time-share EVs and e-buses is accessed via a mobile APP. Better integration of mobility resources will facilitate a higher intelligent level.

The automobile city is developing and operating a smart city information platform called i-SIAC which provides one-stop information service incorporating information on commercial centers, traffic, culture and tourism, services within the industry park, and mobility options during expos. It will engage in pilot projects demonstrating the applications of mobile-internet-enabled intelligent cars and smart traffic and develop a public service platform for product engineering through development of controlled facility for closed tests and road tests, labs and data centers with the objective of promoting large-scale development and engineering application of G/5G, LTE-V2X, BDS, sensor technology, information fusion and VI processing. Such a platform will enable smoother transfer between different modes of mobility and better information service for a safe and convenient experience. At the same time the pilot smart mobility program will shape mobility choices in the future.
